I've looked up compass mounts, instrument mounts etc.....and cant find owt like it...

Looks home made to me, by some one who wood turns, plastic looks like Delrin or Acetal. Scuff marks inside look as is something was mounted and remove frequently, perhaps a marine clock. but only guesses
