‘High Dynamic Range’ gives you more detail in the highlights and shadows than a normal photo.
There's a few ways to achieve the effect - taking multiple shots of the same image but with different exposure settings and then merging them into one image, or yes, use something like photoshop to manipulate a single photo. If you google HDR there's loads of guides.

The other one a lot of people seem to be into is 'Tilt Shift' which makes real life images look like little miniature models:

That's not a model, it's a real photo of Parliament!
 
yes hdr multiple shots diffent exposures then joined together

I've never actually tried it mate, any tips - my cam is a Fuji Finepix S7000?

One thing I keep failing at is getting a decent shot of the moon, I know I need a fast shutter speed since the moon is bright despite it being night and dark (ie don't use a night setting), but even with a tripod and using the remote shutter or timer they still come out rubbish!
