Crab pot/net?

Just been getting one of the collapsible crab nets and was told that I need a permit, I have found the permit but it says that the pots need an escape hole of 80mm by 46mm. Is that for all nets/pots or just those used by lads in boats? The pot will only be used down the side of the pier while I'm fishing and not be left there.
If I do need to put a hole in then that's fair enough, but how do I do this without the net unraveling?

licence is free which allows for 10 tags 1 for each pot,
but have been led to believe not need a licence if pot in harbour ,
but best to check though
 
Cheers for the info, I've just found the company they give you. For one escape hatch it's only 31p what bargain. Shame it's nearly a fiver to get it posted haha. I think I'll make my own after seeing what it is. Not sure out of what yet but I'll find something!
