Are there any particular parts of the tide or day better to fish for wrasse/pollock/coalies etc?
Just wanting to take light rod down and try a head hooked rag under a float.
I fished near the steps last year and had limited success during sunlight

Fish a couple hours either side of high tide as its pretty snaggy especially with the kelp and fish the seaward side, Daylight has always produced more for me on the float
 
Couple of hours up to high tide for me. I've always found it better to thread the ragworm half way on rather than head hooking. The fish just seem to nick the bait and get away with a head hooked worm.
 
Or tie some very light line around the bend of your main hook then tie on a size 6 hook and tail hook the worm also just so the fish doesnt strip your worm off
 
Same as chris and mark said - daylight, seaward side, over high tide.

For small species, I've just used small bits of worm (about1-2 inches) threaded onto the hook normally (small size 6 hooks). For bigger Pollock, I had success on roker pier last summer by using full worms and head hooking them, so tried that next to the blocks on SSP last night and got a pollock.
