What's the best set up to catch the mackerel from the Pipe at Whitley?

What state should the sea be in? does the fact that the sky is overcast make a difference?

(I would of course despatch of the fish by jamming it's head under my boot after having pulled in over 100 of the buggers and then throw them all back dead - I am of course joking)
 
the pipe is not that hot for mackeral mate. the piers are better,if you want to fish it use spinners and the sea must be flat and also you need a biggish tide;) as for overcast dont matter that much in my opinion:) some say they go mad when you have lightening etc.i used to just get soaked:D
 
It needs to be flat calm with a big tide (low lol),stay well clear with any wind coming from the South,East or North,fair chance you'll get washed off mate and leave once the tide turns,you'll pick up the odd Mackerel but also Pollock,Colies and the occasional Wrasse,try using a float if your bored with the spinning as theres a good depth of water but expect to get the odd snag so dont spend a fortune on floats
