Yes you can lift smaller fish using a fly rod, I've done it with a 7~9 rated rod, off rocks for fish to a pound or two; any bigger and you'll need to handline the fish.
in all honesty fly fishing off a pier in the summer would be risky to say the least altho if the pier was empty and you are a competent fly caster then you should be fine as for landing the fish you would be much safer handballing it in
your better of gettin a spinning or flattie rod mate, av already seen someone try that last year with daylites and as he lifted the fish up the wall, CRACKKK!!! the rod broke.
