what is the best rig for the pier.markk 44 and the blocks or maybe the slab and toilet blocks??

All depends on what type of fish your after and time of year.
In winter, I generally use a 3/0 up n over rig or a 2/0 2hk portsmouth loop, gives options of fishing baits over more ground.
In summer, again I use a Portsmouth loop, except using size 1 Sakuma manta hooks, and also an up n over wishbone (a new rig for me this year) and a pulley wishbone rig.
