Spinning rod advice

Hi
With the winter gone and with it the good cods, I am interested to learn spinning. Anything I could get now and good for mackerel later in the year.
Can you recommend me a versatile rod/reel without breaking the bank?
60£ is ok, I could go a little more if worth. I see a lot of good clearance here Clearance Spinning Rods – Glasgow Angling Centre but cannot decide as I honestly have no experience
I normally fish from rocks or the Blyth pier. For example I'd like to try spinning from the pipe in front of Whitley Bay, as it's 5 min walk from where I live

Had a Sonik SK3 for the last 5 year used it on Blyth Pier with the float for mackerel and in the Tyne for Salmon landed Salmon up to 17lb on it, it has a fairly soft action my mates got the SK4 which has a faster action. Don't know what the newer models are like buti can fault the one i use.
