At the now long gone power station outfall pipe the two main methods were either head-hooked ragworm kept in close to the structure, VERY small hooks.. or drifting a bubble float out with the flow using a redgill eel on about 6' of trace, natural coloured always seemed best.
 
mostly lug and rag. mussel and squid also.

sandeels and mackeral head/guts are always touted in the magazines for the biggies but ive done little with em so far
 
got to be worth a shout. just depends on the day and venue i suppose. That time of year when almost anything could grab hold
 
Think Big Sean has more or less covered it although biggest Bass I've had (4lb) was caught on a double maggot on size 12 hook. Was using maggots that were in piles of washed up seaweed to try to catch some Mullet that were feeding very close in. Didn't catch the Mullet but did get a Bass. Hell of a scrap on a light rod. Wasn't on the NE coast though.
