A lot of harbours can fish well since you can often walk much further out and hit the main, deeper channels that you can't normally reach.
Years ago I fished the little sandy bay at North Shields (the middens ?) at a very low tide and you could walk out a very long way and then cast right into the deepest part of the main channel. Got some fish for my trouble

This time of year id be heading to any of our local beaches on a big low like that, for the same reasons as above.
