I can not see one possible way to police this. As most of my friends on NESA know, before my spinal op I used to fish three or four times a week, usually in different places due to conditions.
If I fished Monday and had a good session, Tuesday just a couple, Thursday another good bag and Saturday fished a comp and won it, how, unless I had been stopped and interviewed by a fisheries man on each of those nights could they say I had caught too many fish? OK, they might have pulled me on one of those nights but the chances of finding me on all four would be pretty minimal I would have thought. Unless they go to every tackle shop and see who is buying bait, go to every beach and see who is digging bait then they don't stand a chance of policing it.
It would mean for an honest fisherman that he would not be able to fish for a reasonable time before a comp just in case he had a decent catch and was disqualified from landing any more.
Not a snowball's chance in hell.
