The pier can fish at any stage of the tide, its best fished when there's a good sea running. You don't need to be on the very end fishing just a back of the brakers can produce some good bags as well as on the bend casting back towards seaton sluice. Trouble with the pier it dosen't really fish that well you'll be better of fishing the beach
The sort of conditions I want to fish the pier are a big north-easterly sea, good size tide and I'll generally fish it about 3 hours down and an hour or two back up. I find it generally fishes best in daylight, but as said it can produce at any stage of the tide. In darkness, you're much better off on the beach, unless the sea is so big that it's un-fishable.
Without a big sea, I'd regard it as pretty much a waste of time - I have fished the odd match on there scratching out a few whitings and the like when the fishing elsewhere is slow, but that's usually out of desperation!
