Boats back down jarrow Marina?

Just popped down nd seen theres orang buoys for about 50 yards near the crane end. Will these have a chain connecting them? Gutted as I liked to fish just where they are.

Normally there is just a chain from weight on bed up to the float, if the floats are linked this is usually across river bed and not across surface.
