Keeping undersize fish is illegal even if for the cat or dog. I've never seen tinned whiting or baby codling for cats or dogs? All undersize should go back even if you think it may die. It will still feed some part fo the food chain and will stop you potentially getting a massive fine and criminal record (although to be fair this virtually never happens unfortunately)
