lobster/crab pots licence

can anyone tell me if you need a licence for the lobster/crab pots that i have seen people throw in the water when they are fishing on piers?? i was wanting to try one of these but would rather find out if a licence is required,if so where can you obtain a licence?

You can use up to five pots with a recreational potter’s licence free from these people:

i just applied online after forgetting to renew last yr...just gave them a ring and they gave me an email add to forward my form....
