Port William, Port Patrick etc is intermittently OK (medium signal strength) with T-Mobile and O2, depending on where in the overall area you are at the time.
I don't know about other networks as I only have phones on the above.
Like all mobile reception it depends very much on where you are at the time you want to make or take a call, and the more populated areas generally have better signal strength, as you would expect.
On the southern peninsular itself I have no idea.
Here's a site I sometimes use in advance of trips which links to carrier coverage for all of the major UK network carriers.
It may help give you an idea depending on your provider.

Vodafone is the only network that's works 100% across there

Second that i asked when i got there last year and all the locals all use vodafone
