the NFSA card that I have recommends 42cm as a minimum size for turbot. That's going to be a big fish!

Without wishing to get in to an ethical debate that figure is both meaningless and worse still confusing. The only size lmits that matter are those set by the EU and augmented by local IFCA bye-laws. For clarity on our part of the coast these are:
North of the Tyne: Minimum sizes of species - NIFCA
South of the Tyne: http://www.ne-ifca.gov.uk/minimum-landing-sizes/

That's because there isn't one. If it is not on the local IFCA list then no size limit applies; it is between the angler and his conscience what comes home

It doesn't. The 30cm limit is from the Southern IFCA. The EU size limits have no MLS for Turbot: https://www.gov.uk/government/uploa...achment_data/file/183442/minimumfishsizes.pdf also evidenced by the AT website: Recommended Retention Size Limits (RRSLs) & DEFRA Minimum Landing Sizes (MLSs) which clearly state there is no MLS for Turbot (and most other fish).
The local IFCA is responsible for setting MLS for their areas. Most (like our two linked above) only apply the EU MLS, some also have MLS for other species (i.e the 30cm Turbot size in the Southern IFCA: http://www.southern-ifca.gov.uk/wp-content/uploads/2011/03/1011A-Wheelhouse-Card-2011_WEB.pdf )
