test drilling for windmill structure i would guess

the structure is in place to record everything that goes on around that place ie.....wind,rain,tidal movement,how many birds flyby and ive also been told it can detect all the fish movements below the water(wether thats true i dont know)!!
There is alot of turbines to go around that area and companies are wanting to see if its viable to put them there!!
