You can fish at both times most of the time you will get flatties but at high tide there is always a chance of a bass or two.If you are fishing the mouth of the Wansbeck after there has been some rain and the water is brown I would recommend using garden worms for bait as they seem to work very well.Hope this helps Scott.Ps I lived at Cambois for most of my life and have fished there since I was young.
