info needed

hi my mate was on his boat in sunderland mariner on the weekend and a big round black fish was near his boat, he said it wouldnt swim down and would only stay on the surface, he said it had big black lips and small rounded fins with a few spikey things on its top, also had a white belly.. there was another 2 dead ones near by. anyone know what this fish maybe? sorry no photo
