Those are the NFSA limits - they differ somewhat from the legal minimum sizes. Here's the DEFRA list which gives both the legal minimum (where applicable) and the recommended sizes for retaining fish:
Most clubs in the region will base their sizes on the NFSA list, but some increase their sizes for certain species, e.g. flounders might be 28 or 30 instead of 27 & wrasse may be 30 or 35 (or banned completely).
