Could anyone give me some good lrf fishing marks local to n.east for a beginner
going to golden lion at south hylton on sunday
but can you use them on piers or anywhere

You can use them anywhere even just dropping your line down the wall on a pier will get you a few tiddlers. I have had baby coalies that way. Any rocky mark along the coast (eg the Leas etc) should work too.

1st and 2nd steps on the pier and the bunker, rocks at the Cormorants, sandpoint and low ledge next to the glass centre

Ask the question in the Lure section and I'm sure someome will give you all the info you'll need. But as above, anyPier, any marina, Claxhaugh and Whitburn/Shields rock pools for the odd scorpion, blenny and Hammerhead shark. ok so I exagerate a little.
