In August 2012 the Department for Environment, Food and Rural Affairs (Defra) announced a Revised Approach to the management of commercial fisheries within European Marine Sites. This revised approach balances sustainable fisheries with conserving the marine environment and aims to secure a sustainable future for both.

The approach will be applied to current activities on a risk-prioritised basis. Northumberland IFCA, its officers and members are fully engaged with this process and will bring in appropriate byelaw provision by the end of this year for sites containing “high risk” activity/features after appropriate consideration and consultation.

New management measures for lower priority risks must be implemented by the end of 2016.

NIFCA is therefore keen to receive stakeholders’ views and public meetings have accordingly already been held in the district this year on 12 March, 1st and 2nd July, quarterly meeting on 23 July and on 8 August . BYELAWS UPDATE as at 23 August 2013

Pending the NIFCA meeting on 28th August at 1.00 pm at Morpeth County Hall, Chief Executive Mike Hardy said “we have been tasked by Defra to make byelaws to protect rocky reefs and seagrass in the Special Area of Conservation in our district. These byelaws will have benefits for the marine environment and I am grateful for the support we have received in proceeding with this challenging undertaking.

” In moving ahead with this process we have consulted as widely as possible, particularly with people who may be affected by these byelaws. I am particularly grateful to fishermen who have given us details of fishing grounds in the SAC where their great knowledge and experience tells them there are no rocky grounds and we hope to be able to open up zones for fishing activity on soft/non rocky ground in the SAC as soon as possible after the end of this year. We are gathering further data for that on an ongoing basis using equipment we have recently been able to purchase with the asistance of funding from DEFRA.

“Regarding our Seagrass Protection byelaw, guidance has been received from Natural England and members of the Sea Angling Community and we will continue discussions to see if it is possible to open some areas in the SAC in the future which are currently closed to bait digging and hand-gathering activities.”

Berwickshire & North Northumberland Coast European Marine Site



Claire Hedley, Implementation Officer for the Berwickshire & North Northumberland Coast European Marine Site , has also produced two background documents. The first document provides a summary of the revised approach, an explanation about the origin of European Marine Sites and information about the six European Marine Sites in the Northumberland IFCA District. The second document provides an overview of the various pieces of legislation used for marine nature conservation in England. Claire has produced these as documents to provide background only, and they have not influenced the outcomes of this process -
