RIBs are actually quite expensive, even second hand. You need a trailer, a tow bar and a reasonably big car to launch. you need a place to store it. you need an outboard, which needs servicing...the outboard is either new, good and expensive or old, unreliable and super fuel thirsty. you probably then need/want a VHF radio, a plotter, a sounder.
nobody, who has a boat wants to fish permanently in the harbour, you want to go to the grounds and also sooner or later to the wrecks
my opinion: there is no way to be a boat owner on a low budget
