Shrink wrap??

Anyone know where I can buy this type of wrap from?

Its not shrinkwrap,its Decking tape.Used on smooth boat decks to make them non slip.There is a few different types,some are like sandpaper.
I have used it and it comes on a roll 1 inch wide and is applied in a spiral on the butt.
I got mine from a ships chandlers in Gateshead,but that was around 10 years ago.
The cross weave shrinkwrap gives better grip..

I must admit I prefer the crossweave but this is for a repair
It has a glued on reelseat in the lowdown position & wants it raised with this type of finish to the rod butt
Might have to tell him it's not available as he doesn't want joins/gaps etc

Try uk hooks tony,they do grip tape looks the same as your pals,only bout a £5 too

Veals online stock loads of shrink wrap mate. About £5 for a butt section or you can get the Japanese shrink for about £12. Dead easy to put on with a bit hot water
