Not heard anything Brian...........BUT..........
I very much doubt if the PTA would be allowed (legally) to place such devices on railings which are THAT accessible to the public.
When I was in the Street Lighting Section, we had many requests for anti climb paint to be applied to lampposts outside residents houses. Their request was often due to \"burglars\" and \"vandals\" climbing up lampposts to gain access to their property.
By law, we were not allowed to apply the paint less than 2.5m from ground level as it could be \"a danger to the public\" and leave the Authority open for many compensation claims.
I know that there are many cases (we\'ve all seen broken glass cemented into concrete on top of backyard walls, for example), where DIY anti climb measures have been put in place.......believe me, the way things stand, a householder is more likely to face the consequences due to injuring the prospective intruder.
As these railings on the pier are easily within reach of the public (and children if they\'re on the beach side of the pier), I don\'t think the PTA would risk introducing these sharp plastic, spinning devices.....they\'d not only be acting \"in an irresponsible manner to public safety\", they\'d also be leaving themselves wide open for countless injury compensation claims.
