The same way you get can 6 corner shops in a 1/2 mile radius - they all have their loyal customers and postcodes that they cater for...but then with bookies I suspect the varying prices and odds will also get the same people going into all 6 at various times or another
But corner shops sell you goods for your money, Bookies sell you a dream which usually turns into a nightmare. Not the same thing. Where are the people that can afford to gamble in these shops!?

It must also be realised that betting can be an addiction to some, just like drugs, smoking and booze. The term is compulsive gambler, when any cash is available the first stop is the bookies.
I think most high streets are the same!
But can you blame people shopping online or in the big retail outlets when all you want is one small thing and the parking Stasi jump out and slap a ticket on your car when you have popped in to the local posty for your pension or the chemist for a prescription.
