well its definately summat what was significent at one time,no one would drill through that part of the boat and take the time to bolt it on and also put ascrew in to stop it spinning round, my guess is a compass holder of some sort as its directly infront of you when you have control steering the boat its in your face,probably old brass one went inside and someones snecked it ,atb plum
Looks home made to me, by some one who wood turns, plastic looks like Delrin or Acetal. Scuff marks inside look as is something was mounted and remove frequently, perhaps a marine clock. but only guesses
