Angling clubs would be really easy to police. You work out where the weigh in's are and go along.
i cant see these people coming out at 11.00pm to watch a weigh in
They come round the trout fisherys on a bank holiday. Don't think they won't come out a t 11.00pm they make massive amounts of money through fines.
During 2004 - 2005, we prosecuted over 4000 anglers for fishing without a licence. This is about 4% of all 163,000 anglers that our officers spot checked. The total fines (and costs) came to about £500,000
Failure to provide a valid Environment Agency rod licence could result in prosecution (maximum fine £2,500)
There is big money for the Government in fishing .

More people fish the sea, its a golden cow for the goverment one they have had there eye on for years.
