The 2 main factors you need right are availability of bait fish and settled conditions which create water clarity, the water temp is not a major factor contrary to popular belief.

water temperature is a major factor. Last year was a good example. All the other factors were right but the temperature was under 10 C in June. Result no mackies. As soon as it hit 14+clarity, they came in numbers

caught 2 mackerel in a club match about 3 years ago middle of march came as quite a shock reeling in with a 2 hook flapper rig baited with ragworm and the season before my marra swany droped 1 off lifting it in xmas fayre early december.
