Hi this is a longshot if the phone has a sim you could try that in a diffrent phone.
As its the phone itself thats locked not sim.

If you can see the carrier,as in o2,Virgin etc might me worth an e mail to them explaining and asking the owner of xxxx number to get in touch with them.
Act as a go between,not sure if data protection will alllow but ......

Alternatively open the back off and see who the network is through from the sim and call them up e.g Vodafone etc and they will be able to trace the owner from the SIM card number or IMEI number. That's if your prepared to go to the trouble but I'm sure who Evers phone it is sure would appreciate it if you did! They won't give you the details but would get in touch for you. I worked or orange years ago and this was quite a regular accurance. We used to just take the finders contact details and give them to the owner and they would sort it out from there

You could try taking memory card out sometimes phone numbers get saved to memory card
