No, as Adam says it alters the action of the blank (and also adds weight). Why do you think almost all field casters tape their guides on? It's not because they are too lazy or tight to get the rods built up.
For a fishing rod it won't make a massive difference unless you are a technique caster but on the field it's another matter...

It can be a very bad thing if applied to the tips of very fine or sensitive rods (match & light bass types for example) - along with things like those heavy tip rings can cause excessive wobble and tip-overshoot when casting, which can lead to increased crack-offs. It also ruins the feel of those kinds of rod; I had a Mk 1 TT Supermatch up until a few years ago built with those old heavy green Fuji rings and underwhipped all the way up and it really killed the crispness of the blank - it was much better rebuilt with lighter rings and no under whipping - felt like a different rod!
On most heavier blanks for mixed / rough ground you probably won't notice any difference though when fishing.

Very true gary the naked eye cannot really sea how the tip of a rod reacts with heavy rings and under whipping causing crack offs and alters the recovery of the blank in reality single leg guides are better on softer tippy rods in the taz (tip action zone even the reflective tip tape will slighty alter the blank when it is used in excess as it is like having another wrap of carbon but on the big cod poles it really doesn't matter.a lot of casters I.ve built rods for say under whipping numbs the action of the blank

People use light rods to aid feel and rod recovery if its a rough ground rod Under whip it if its a beach rod dont. The field lads take shrink tube off and tape eyes on for the lightness and recovery speed help ping the lead plus they can easily move the eyes around to make it stiffer or softer
